    NGO Forum on Cambodia

    The NGO Forum on Cambodia organized two well-attended awareness-raising activities on POPs issues and the Stockholm Convention for university students and for NGO workers. Held in collaboration with the Ministry of Environment, the workshops provided essential information and knowledge on the purpose of the Stockholm Convention and the ongoing national and global efforts to meet the goals of preventing and eliminating POPs.

    Centre d'Etude et de Développement Agricole Cambodgien/Cambodian Center for Study and Development in Agriculture (CEDAC)

    A public awareness-raising program on POPs was conducted in Phnom Penh, Cambodia. Leaflets on POPs were produced and distributed among various stakeholders. A workshop was conducted in which stakeholders from the government, NGOs, farmers and traders had the opportunity to learn more about POPs issues in Cambodia. The workshop served as a venue to bring out the concerns of each stakeholder regarding POPs. A broadcast program regarding the health and environmental effects of POPs was also aired in order to reach a wider audience.

    Cameroon Pesticide Action Network (CAPANET)

    The activity aimed to evaluate the Cameroonian situation in terms of POPs and to bring awareness-raising and decision elements to NGOs and actors involved in the Stockholm Convention implementation. The activity addressed POPs sources, legislation related to POPs, the current state of Convention implementation, and NGO involvement in the National Implementation Plan and Convention implementation. The study revealed obsolete pesticide stocks of dieldrin and heptachlor and waste dumps likely to contain PCBs and other toxic substances. CAPANET recommended an impact study of contaminated dump sites, better public awareness, and an open declaration by companies and the government of POPs stockpiles.

    Front Africain pour la Défense de la Nature et de l'Homme (FADENAH)

    Cameroon has already signed the Stockholm Convention and the Cameroonian national assembly has started the ratification process. To speed up this process, public awareness-raising activities must be intensified. FADENAH developed a communication strategy, identified peak time broadcasts and audiovisual media, and identified appropriate print media. The NGO performed a variety of field visits to rural areas in central Cameroon, as well as organize a seminar on POPs with media representatives.

    Alianza por una Mejor Calidad de Vida

    This activity was coordinated by the NGO, Alianza por una Mejor Calidad de Vida, members of the Pesticide Action Network in Latin America (RAPAL), and Observatorio Latinoamericano de Conflictos Ambientales on April 21, 2005. The NGOs delivered a letter to the former President of the Republic of Chile, Ricardo Lagos, signed by 50 social and grassroots organizations and other NGOs including women's farm worker organizations, urging the government to further implement the Stockholm Convention, specifically encouraging the actions of: applying the precautionary principle; eliminating dioxin emissions in a cellulose plant; addressing illegal trafficking of POPs; and nominating the pesticides Lindane and endosulfan as new POPs.

    Pesticide Eco-Alternatives Center

    A report on POPs pesticides in China was produced to investigate and describe background information on POPs pesticides that have been previously used and are possibly still in use in agriculture. It summarized information on known levels of POPs pesticides and incidence of pollution, and it described measures undertaken or to be undertaken by government to address POPs. The study further outlined the Chinese government's Stockholm Convention ratification process and its National Implementation Plan, and other measures taken to curb the harms caused by POPs pesticides. Aside from information gathering for the study, activities included training and public education workshops for farmers and NGOs on POPs issues.

    This report documents NGO Rapalmira's coordination of the conference, "Environmental and Health Effects of POPs," held on April 21, 2005. There, an executive summary of the global egg study was distributed along with stickers with the campaign logo, "Keep the Promise, Eliminate POPs," and additional information about POPs. Issues examined and discussed included the government's proposed incineration of organochlorine pesticides in cement kilns, as well as plans to use stored DDT in the cities of Honda and Bogota. The problem of open burning of domestic wastes (including PVC plastics) as a source of POPs was raised. Inclusion of the insecticide endosulfan, (still illegally used on coffee crops in Colombia) as a possible new POPs pesticide was also highlighted. Lastly, the NGOs in attendance encouraged the Government of Colombia to ratify the Stockholm Convention.

    This study helped inform NGOs, government officials, the public about POPs in the areas of Nkayi and Ouesso. The areas were chosen due to extensive historical use of POPs pesticides, but the report also documents sources of dioxins and PCBs. Information gathering included interviews with civil society; officials working in agriculture, customs and environment; and representatives of public and private companies. The poor awareness of POPs and their use as termiticides led ALPEBAB to develop recommendations, including a national committee to manage contaminated sites; a legal framework for all aspects of POPs; capacity building and public awareness-raising; and poverty reduction to avoid exposure to POPs and other toxic substances just to survive.

    This activity informed the Congolese public and government about problems related to POPs in areas of Nkayi and Ouesso and about the POPs hazards in general and the Stockholm Convention. ALPEPAB organized three workshops that included presentations and discussions on the following topics: the first study at Ouesso and Nkayi; sources of PCBs; classification and effects of pesticides; Stockholm Convention; and the Strategic Approach to International Chemicals Management. The activity helped build operational capacities among ALPEPAB members namely in raising awareness among decision-makers belonging to public and professional interest groups, training the public, and the National Electricity Company staff (potential PCB users).

    This report documents the POPs workshop jointly organized by IRET, National University, IPEN, RAPAL and the Ministry of Energy and Environment on March 21, 2006. The workshop targeted NGOs, academic institutions, municipalities and civil society groups, providing an abundance of POPs-related information. An information folder was also distributed to the 23 diverse attendees prior to the meeting. Workshop topics included: POPs in general, POPs substances, effects on health and environment, POPs in Costa Rica and Central America, the Stockholm Convention, National Implementation Plans, and how more progress can be made in Costa Rica. During the workshop, a letter was signed and sent to authorities encouraging ratification of the Stockholm Convention. The workshop resulted in a list of 17 recommendations-one of the principle ones being Convention ratification. Follow-up awareness campaigns have been designed to further the work of the workshop.

    Green Action - Friends of the Earth Croatia

    Green Action focused on the Persistent Organic Pollutants (POPs) situation and their presence in the Croatian environment. The Country Situation Report describes the sources of POPs; types of POPs and what damages have been caused by them. Green Action collected available information (studies, data, etc.) about known POPs levels and contamination of the environment including in soil, water, residues in food and in inhabitants (breast milk, blood and in some other biological materials).

    Czech Ecological Society

    The Czech Ecological Society examined POPs pesticides in the Czech Republic, which included a brief overview about POPs pesticide residue levels in the whole country and in all media. This report highlighted some serious hotspots polluted by POPs, and it was used as one of the basic materials for comments on the National Implementation Plan of the Stockholm Convention. The second task of the Czech Ecological Society activity was a policy brief focused on hazardous waste incineration in light of the Stockholm Convention. There are tens of hazardous waste incinerators operating in the Czech Republic. The policy brief focused on dioxins and other unintentionally produced POPs releases from these facilities.

    This activity produced a country situation report on POPs in the Czech Republic, conducted an investigation of disposal of POPs-laden wastes in a mine, and instituted a public awareness-raising campaign on POPs. The comprehensive country situation report covers historical pesticide use, PCBs and dioxin releases. The report seeks to complete information missing in the National Implementation (NIP), point out possible shortcomings in Stockholm Convention implementation, and detail opinions of NGOs and representatives of self-government authorities. The report outlines the practice of dumping incineration fly ash and documents the presence of dioxins, furans, and PCBs in sediments on the premises of the Jan Sverma mine. Arnika requested the local authority to conduct measurements of dioxins, PBDEs and other substances in fish caught downstream of the mine discharge, and the report discusses the results. Finally, the public awareness-raising campaign used these two reports to accomplish five principal goals: to promote elimination of PCBs-containing waste; to support stricter rules for handling POPs wastes in the NIP; to highlight environmental risks connected with hospital waste incineration and promote alternatives; to support strict rules for handling so called new POPs such as PBDEs; and to promote materials substitution as one of the objectives according to Stockholm Convention requirements on POPs by-products continuing minimization.

    This activity produced a template hotspot report required from NGOs as a part of the global sampling of eggs from chickens raised near hotspots for production of by-product POPs; dioxins, furans, PCBs and HCB. The report was used to show other NGOs an example of the needed background information for the globally coordinated project. The study collected existing data and generated new data on dioxin and furan contamination of free-range chicken eggs collected near a hazardous waste incinerator in Lysa nad Labem. Levels were 5.0 WHO TEQ/g of fat in a pooled sample, nearly twice the European Union limit.

    IPEN Eggs Report

    Appendices

    The Arnika - Toxics and Waste Programme coordinated the global sampling of home-raised chicken eggs raised near hotspots named in the Stockholm Convention for production of by-product POPs; dioxins, furans, PCBs and HCB. The eggs were collected by NGOs in 18 different countries and sent to the Czech Republic for testing under Arnika's supervision. Arnika coordinated a collection of hotspot reports and raising-awareness campaigns in 18 countries around the world. The global results were released in the lead up to the 1st Conference of the Parties of the Stockholm Convention in May 2005.

    The main part of this project activity was an initial capacity-building workshop and two follow-up meetings for NGOs in the CEE region. Topics included basic materials about POPs, NGO participation in National Implementation Plans (NIPs), inventories of by-product POPs, non-combustion technologies, pollutant release and transfer registers (PRTR), chemical policy in general, and waste management. These materials helped prepare NGOs to carry their own public awareness-raising campaigns in their home countries. An important part of the meetings were discussions about closer cooperation within the CEE region on topics related to POPs. The meetings established a core Regional Hub team to help evaluate IPEP project activities in the region. Follow-up meetings helped add new countries to the IPEP project including Hungary, Croatia, Albania and Estonia.

    Eggs were sampled from chickens raised in Usti nad Labem near the chlor-alkali plant, Spolchemie, which produces chlorine-containing chemicals. This plant also produces hexachlorobenzene as one of its intermediary products. The hexachlorobenzene (HCB) level in eggs was 2.5 times higher than newly proposed limit for HCB as a pesticide residue. Dioxin levels were two times higher than background levels. The highest observed levels of these chemicals were close to the European Union (EU) dioxin limit for eggs and nearly 1.5 times higher than the dioxin action level for eggs in the EU. This study contributes to the sparse data about unintentionally produced POPs in free-range chicken eggs from the Czech Republic. The most obvious potential source of POPs releases at the site is the chlorine chemical plant Spolchemie, which still produces HCB as a by-product of chlorinated solvents manufacturing. Spolchemie products include carbon tetrachloride, perchloroethylene, trichloroethylene and chlorinated benzenes. Other sources of POPs could be contaminated sites and/or waste incineration inside the chemical plant, as well as in the neighboring town of Trmice.

    Arnika Association with NGOs from the CEE region: from Belarus (Foundation for Realization of Ideas), Bulgaria (Za Zemiata, Ecoglasnost), Turkey (Bumerang), Poland (Waste Prevention Association), Slovakia (Friends of the Earth), Romania (Environmental Experts Association) and Hungary (HuMuSz).

    NGOs from the CEE region distributed different written publications focused on the POPs issue to other NGOs and government authorities. These publications - Policy Briefs, Country Situation Reports or Hot-Spot Reports - were prepared during different IPEP activities in their countries. Also other useful documents relating to this region and/or to the POPs issue were published and disseminated including The Egg Report, The New Generation of POPs: PBDEs and Lindane, After Incineration The Toxic Ash Problem - and factsheets related to the POPs issue (such as a fact sheet about the Best Available Techniques, Best Environmental Practices, about the Toolkit, Alternatives for the POPs disposal, etc.). Materials were translated into national languages as needed.

The visits led to the establishment of Bumerang, a new NGO in Turkey working on chemical safety issues.

    Acting on requests from NGOs in the CEE region, Arnika launched a regional project on POPs in wastes. A regional/inter-regional awareness-raising campaign highlighting importance of decisions taken about POPs waste within policy strategies at both national and international levels included the following:

    The Integrated Pollution Prevention and Control (IPPC) process involves protective activities including minimization and elimination of POPs emissions from industrial sources in the European Union. Local authorities have the main power and responsibility during the IPPC process which dispenses the integrated permissions for industrial operations. Arnika wrote two case studies about its participation at IPPC processes related to the POPs issue. The first concerned Spolana, a.s. Neratovice and BCD CZ-cleaning up of the old ecological burden (dioxin buildings, debris, soils and other materials). In this process, Arnika successfully argued that PVC waste should be separated and not burned; reduced the dioxin emission limit to water by half (2.5 ng/L); waste should be decontaminated using a non-incineration technology; and mercury monitoring should be included. The second case study was about Spolek pro chemickou a hutni vyrobu, a.s., Usti nad Labem (short name Spolchemie)-Operation Epitetra (epichlorohydrin production), Operation Tetraper, and Operation Incinerator of chlorinated residues (unintentional POPs production). In this process, Arnika and the Civic League opposed issuing a license for the facility since it did not meet requirements of Best Available Techniques; there was unwillingness to evaluate the burden on local population from POPs; insufficient monitoring; synergistic effects not taken into account; legal rules were not observed; and inconsistency with the Stockholm Convention. The Czech Ministry of Environment agreed and cancelled the integrated license.

    Prompted by the proposal to add two PBDEs to the Stockholm Convention (pentaBDE and octaBDE) Arnika - Toxics and Waste Programme summarized all available information about PBDEs in the Czech Republic including data about levels in the environment, production and use of these substances. The project activity also included sampling chicken eggs and soil from a bicycle path and landfill surface where incinerator ash was used as a construction material. The report helped advance the work on new POPs among a network of Czech NGOs.

    There were PRTR data released last year for the first time in the Czech Republic, and there are more new states thinking about introduction of the PRTR. This information system about toxic pollutants released into the environment also includes data about POPs released by specific industrial facilities in the Czech Republic. This activity analyzed the existing PRTR data and system with a specific focus on Stockholm Convention needs and requirements. The study pointed out the need to include a large scope of hazardous substances, on site transfers, all Stockholm Convention substances including those evaluated by the POPs Review Committee, and lower reporting thresholds for all POPs.

    In response to NGOs' requests in the CEE region, Arnika assembled an expert team and coordinated regional common projects focused on zero waste as a Best Environmental Practice (BEP) to address POPs issues created by waste incineration and/or landfills. National activities were carried out in Bulgaria, Czech Republic, Hungary, Latvia and Slovakia, and they included separated waste collection in Bulgaria and Hungary; Roma recycling activities in Bulgaria; a municipality-driven zero waste strategy in Slovakia; and composting activities in Latvia and the Czech Republic. The report also analyzed the reduction in dioxin releases caused by the zero waste demonstration projects using the UNEP Dioxin Toolkit and other emission factors from the scientific literature. The report found that the modest demonstration projects summarized in the report prevented the release of 1-643 mg TEQ dioxin per year.

    There are two POPs hotspots located in the agricultural region northeast from the Czech capitol Prague: a hazardous waste incinerator in Lysa nad Labem and a hazardous waste stockpile site Milovice. The hazardous waste incinerator is situated on the northern border of the town Lysa nad Labem on the hill, Sibak, 600 metres from the nearest house in that town. The hazardous waste stockpile site near Milovice is located in a former military base area and became contaminated as a result of abandoned hazardous waste incinerator construction, where tons of hazardous waste containing PCBs, dioxins and DDT were stored for 10 years. This report characterizes both sites and describes their health and environmental consequences.

    The municipal waste incinerator (MWI) in Liberec has operated since 1999 and currently has a capacity to burn 96,000 tons of municipal solid waste each year. This activity gathered all available data related to POPs releases from this MWI and calculated potential releases from the incinerator. Measured dioxin releases were found to be 1.8-5.5 times higher than emissions calculated using the UNEP Dioxin Toolkit. In addition, the report contains data about POPs levels measured in different environmental compartments related to the incinerator and its pollution releases. The report helped support NGO participation in the Integrated Pollution Prevention Control process involved in determining permitting for the incinerator.

    Czech Ecological Society and Arnika - Toxics and Waste Programme

    Prompted by the nomination of Lindane, alpha HCH and beta HCH to the Stockholm Convention, the Czech Ecological Society investigated the status of these three POPs in the Czech Republic. Lindane was produced in the Czech Republic and present day use continues for seed treatment, point applications, indoor applications, and lice and scabies treatment. This report collected data from already available studies, and it conducted a new sampling of soils, wastes, water and/or biota samples at two Lindane hotspots: Luby and Hajek. Luby is a former storage and preparation area contaminated with DDT, Lindane and atrazine. Hajek is mine containing a dump of Lindane production waste and chlorinated benzenes.

    Environmental Pioneers Association

    In Egypt, the historical usage of pesticides and POPs has led to an increase in the number of cancer patients and patients with kidney failure, in addition to reported cases of food poisoning-especially among children in rural areas. To bring light to this situation, the Environmental Pioneers Association organized four public awareness-raising workshops in Alexandria with a total of 210 participants including farmers, university professors, doctors, NGOs and executive officials from Alexandria Governorate and involved ministries. Awareness activities included speeches as well as a questionnaire designed to assess POPs awareness. The workshops drew the attention of public opinion leaders and officials and raised awareness about the risks associated with POPs. Recommendations from the workshops included increasing the number of workshops; encouraging farmers to produce organic fertilizers and crops and eliminate illegal pesticides; and increasing campaigning and advocacy efforts.

    This activity aimed to collect and sample fish from the River Nile near the Helwan cement and steel plants; measure dioxin levels; and examine exposure from consuming contaminated fish. Fish are considered to be a bio-indicator of POPs contamination. A team was assembled and samples of fish from different areas in River Nile nearby the cement and steel plants in Helwan city, one of the biggest industrial areas in Egypt, were collected. Information sheets were prepared for each sample during the process of collection. Analysis has been delayed due to technical difficulties, but eventual measurement is planned for 17 toxic polychlorinated dibenzo-p-dioxins (PCDDs) and dibenzofurans (PCDFs).

    The report documents the activity by Egypt Suns Association for Development and Environmental Protection to reduce the impacts of POPs on local residents-particularly children-in the impact zone of the Kafer El Zaiat Plant, a large chemical facility that formerly produced DDT. Clinical health assessments were conducted on 17 subjects (12 male; 5 female) using several parameters. Pesticides in the organochlorine family, which accumulate in fatty tissue, were analyzed in multiple environmental media, including water, fish tissue, potato and onion, breast milk, animal milk, and human blood. Assessment of subjects revealed multiple chronic conditions and adverse health effects due to pesticide exposure. Participants have been asked to assist in developing a Stockholm Convention implementation plan, provide consultation and develop clean-up recommendations.

    As part of the larger "Global Egg Study," eggs were sampled from free-range chickens adjacent to the Helwan industrial area hotspot for presence of POPs including dioxins, furans, PCBs and HCB. Helwan, one of the largest industrial areas of Egypt, is located in the South of the Cairo region. Free-range chicken eggs that were collected in Helwan and then sent to the Czech Republic for testing showed one the highest levels of dioxins ever measured in chicken eggs. Dioxins in the eggs exceeded the European Union (EU) limit by more than 40-fold. PCBs levels in the eggs were 5 times the proposed EU limit. The eggs also contained HCB. The presence of POPs in the Helwan chicken eggs are thought to be attributable to metallurgical industry, uncontrolled burning of wastes and cement kilns. Eggs were sampled within a 2km distance from a steel production facility and cement kiln and 4km from a coke plant. The study represents the first data about unintentionally produced POPs (U-POPs) in chicken eggs in Egypt. The report notes that the U-POPs found at the Helwan hotspot are those slated for reduction and elimination by the Stockholm Convention.

    Dreamers of Tomorrow

    This report describes a one-day seminar, orchestrated by the Dreamers of Tomorrow, which focused on awareness-raising regarding the harmful effects of POPs in Egypt. Specialists in environment, chemistry, agriculture and health gave presentations to the attendees, who included decision-makers, agricultural and industrial managers, research centers, private sector, activists, academics, NGOs, university students, and the public. Invitees also included UNDP, UNEP and Ministries of Environmental Affairs; Agriculture; Investment; Industry; Technological Development; Health and Population. Topics covered were sources of POPs and their alternatives; POPs effect on environment and health; and Egypt's position on the Stockholm Convention. Mass media covered the seminar, and the results were disseminated nationally, regionally and internationally.

The activity was furthered by joining hands with the Egyptian Authorities including Ministry of Environment, Ministry of Irrigation and Water Resources, Ministry of Agriculture, Ministry of Petrol, and Ministry of Industry. The conference included presentations on POPs and their harmful effects, and it urged full implementation of the Stockholm Convention and increased participation of civil society in its implementation.

    Arab Network for Environment and Development (RAED)

    This report highlights the activity conducted by RAED, a network of more than 200 Arab NGOs spread across nearly 20 countries. RAED, in conjunction with UNIDO, the IPEP Middle East Hub and League of Arab States held a regional workshop designed as a follow-up to the Johannesburg Declaration on SAICM. The meeting led by Dr. Abdel Salam El-Banna, Day Hospital, Dr. Emad Adly and the RAED General Coordinator, with special attendance by Klaus Töepfer (former UNEP Executive Director) brought together more than 35 NGOs from 12 Arab countries. IPEP provided funding to make the presence of some NGOs possible. The RAED meeting took place in parallel to the Executive Office to the Council of Arab Ministers Responsible for Environment "CAMRE" meeting and the International Conference on Chemicals Management in Dubai. The workshop highlighted as critical issues: monitoring of SAICM implementation; role of NGOs in implementing SAICM; and addressing country situations on chemicals, toxics and POPs. Recommendations also included the importance of NGOs in helping to achieve chemical safety goals, to exchange information, to promote public participation; and to facilitate a SAICM stakeholder network.

    Estonian Green Movement - Friends of the Earth

    The country situation report for Estonia includes basic country information on sources of POPs, levels in the environment, monitoring studies in fish, and legislation regulating POPs. The activity also included a significant public awareness-raising campaign on POPs which highlighted the importance of decisions taken about POPs wastes within policy strategies at both the national and international levels. The Estonian Green Movement - FoE coordinated with Arnika in the Czech Republic to translate materials provided by an expert team and disseminate them. This campaign was especially important, as Estonia has not ratified the Stockholm Convention.

    Stay Green Foundation

    The Stay Green Foundation (SGF) held a one-day sensitization (awareness-raising) workshop on the Stockholm Convention and other relevant international instruments on banned and restricted hazardous chemicals for CSOs/NGOs operating in the areas of environment and natural resource management. The event was held in collaboration with other NGOs and government institutions such as the National Environment Agency (NEA) and the members of the National Coordinating Committee (NCC) of the NIP. SGF also held a press conference with local media house (print and electronic) featuring the Stockholm Convention, the NIP, pesticides management at the national and local levels, the PCB inventory, and POPs initiatives by NGOs.

    Environment Youth Action Network (EYAN) in collaboration with Integrated Community Network (ICC)

    The Environment Youth Action Network (EYAN), in collaboration with Integrated Community Network (ICC), conducted an independent national POPs inventory to reflect the POPs situation in Ghana. The activity covered the 12 POPs banned under the Stockholm Convention and the newly proposed candidate POPs currently being examined by the POPs Review Committee. The study documented organochlorine pesticide incidents, sources of unintentionally produced POPs, and sources of PCBs among others. Contaminated sites and misuse of POPs chemicals were also investigated. The NGOs recommended that stakeholder institutions including NGOs, government, private sector, industries, and research institutions make an effort to develop a national policy to tackle the issue of POPs contamination. Through the activity, NGO participation in the Stockholm Convention issues has increased, and other NGOs have expressed their interest in future POPs activities.

    Georgian Environmental and Biological Monitoring Association (GEBMA)

    GEBMA assessed information on the production, import, distribution and application of pesticides in Georgia from 1984 to 2004. The study identified facilities for storage of stockpiles of banned and obsolete pesticides. NGOs carried out an independent analysis of statistical data on population morbidity and health problems among people living in close vicinity to the hotspots. Field visits to specific districts of the country for implementation of monitoring activities were organized. Using Eco-Accord Methodological Recommendations for NGOs on inventory of obsolete pesticide stockpiles, local people were involved in identification of obsolete pesticides in Kakhetia and Shida Kartli regions. A brochure including information on the methodology of public environmental inventories of pesticides was prepared in the Georgian language.
