This activity reviewed the inventory of obsolete pesticide stockpiles in Tanzania and selected one of the highly contaminated ones as a case study. The Old Korogwe DDT site contains 50 metric tons of DDT stored in an open shed close to one of the tributaries of the Pangani River. Intensive study of the site was carried out to identify and predict the effects that could arise due to the existence of the obsolete stockpiles of DDT in the site. The study revealed that 60% of the people complained of an irritating smell of the DDT at a distance beyond 100 meters, and, on windy days, the smell could reach as far as 600 meters. The main source of water for Old Korogwe community is located within 50 meters of the contaminated site. The study identified information and public awareness gaps that need to be addressed and noted that there are neither remediation strategies nor the capacity (both technical and resource) in place in Tanzania to decontaminate the site.

Tanzania is a developing country that used PCBs in the past and still has PCBs in use or in stores and/or leaking or failed equipment releasing them into the environment. This study focused on identifying PCBs hotspots and practices that release PCBs into the environment in Tanzania paying particular attention to electrical equipment. It was discovered that electrical equipment constitutes a major source of PCBs releases, as they were used or are still in use in Tanzania in electrical substations, including large transformers, medium size transformers, normal industrial and domestic application, and water treatment plants. The study also assessed the extent of contamination and availability of alternatives to PCBs locally and globally. Finally, the report gives recommendations on how to deal with the hotspots and PCBs releases in general. The study recommended increased public awareness on PCBs sources and their effects on human health and the environment; promoting further studies on the sites mentioned; and community monitoring to assess the impact of PCB to human health.

It is a useful reference document on POPs that provides the basic information required by NGOs in Tanzania to prepare awareness-raising activities and materials, identify further areas of investigation, plan campaigns, and prepare for a meaningful role in NIP preparations.

Tanzania Plantation and Agricultural Workers Union (TPAWU)
The activity involved training farmers on aspects of the Stockholm Convention and POPs chemicals, status of Convention implementation in Tanzania, handling of chemicals, and data/information interpretation. The training involved 20 trainees from flower farms and one agricultural extension officer. The extension officer later trained 20 farmers in Arumeru District prior to field-information collection. The project activity demonstrated that farmers and workers can play a significant role in chemicals management. It also aimed at demonstrating capacities of civil society organizations in the implementation of the Stockholm, Rotterdam, ILO and other related conventions.

AGENDA selected the Vikuge DDT site as a case study of the nearly 300 obsolete pesticide sites in Tanzania. The Vikuge site began as a 600 metric ton donation of DDT in 1986 stored in the open air. AGENDA described the site's history; mapped the village; described the condition of the site and surrounding environment; characterized local awareness of the site and its contents; and health hazards. The study recommended cleanup of contaminated soil and creek sediments in order to protect human health and the environment; increase public awareness on the impact of the chemical wastes to human life and environment, including targeted education for affected villages; and carrying out a thorough analysis of environmental components to establish levels of contamination in the wider environment.

The activity tested for levels of POPs near the Vikuge DDT-contaminated site. Water and sediment samples were collected from three different ponds, namely Namtipwa, Kwa Ndende and Vikuge, which are located 1200m north, 2800m north-east and 1000m south-west respectively from the Vikuge contaminated site. Several ponds and local wells have been constructed within the seasonal streams, wetlands and on the banks of ponds and have been the only reliable source of water for the Vikuge Village. Water from those wells is used for domestic, livestock and irrigation purposes. The study found that water and sediment samples from different sampling points contained Lindane (HCHs) and DDT compounds. The level of contamination of water and sediments by pesticides and metabolites appears to be related to point source contamination by pesticide residues from the heavily contaminated site, a potentially high risk and concern to public health. There is an urgent need for health monitoring and safeguarding to avoid further damage and adverse health effects.

Free-range chicken eggs collected in Vikuge village and its surroundings 56 km northeast of Dar es Salaam showed elevated levels of dioxins and high levels of hexachlorobenzene (HCB). HCB levels were 2-fold higher than the newly proposed limit for HCB as a pesticide residue and were very close to the existing limit for this chemical in eggs. Dioxin levels exceeded background levels by almost 2.5-fold and were slightly higher than the European Union (EU) dioxin limit for eggs. To our knowledge, this study represents the first data about unintentionally produced POPs in chicken eggs from Tanzania. The most obvious potential source of POPs releases at the site is obsolete pesticides storage, though it could also be open burning. The measured levels of POPs were accompanied by high levels of POPs pesticides residues and both together represent a concern for wider contamination. Drinking water contamination by POPs pesticides was found previously, but unintentionally produced POPs were not measured in food until this study.

Pesticide Action Network - Philippines and Global Alliance for Incinerator Alternatives
Thirty representatives of non-government organizations (NGOs) and civil society organizations (CSOs) gathered in Bangkok, Thailand on April 2-3, 2005, for the "Southeast Asia International POPs Elimination Project Meeting and Skillshare on Enhancing NGO/CSO Participation in the National Implementation Plans on POPs." Organized by the Global Alliance for Incinerator Alternatives (GAIA) and the Pesticide Action Network (PAN Philippines) and hosted by the Thai POPs Elimination Network (ThaiPEN) through the Campaign for Alternative Industry Network (CAIN) and Greenpeace Southeast Asia, the event was primarily held to foster better appreciation and understanding of the opportunities for increasing people's engagement and participation in the national processes in preparation for the implementation of the Stockholm Convention on POPs.

Campaign for Alternative Industry Network and Greenpeace Southeast Asia
NGOs working for environmental health, consumer rights, food security and sustainable development formalized their links through ThaiPEN in the hope of increasing the impact of their contributions to the preparation of the country's National Implementation Plan (NIP) for the Stockholm Convention. ThaiPEN, facilitated by the Campaign for Alternative Industry Network (CAIN), serves as a coordinating mechanism for sharing relevant information, for building capacities and for developing civil society positions and actions on POPs. The project also involved liaising and coordinating with the Pollution Control Department (PCD) of the Ministry of Natural Resources and Environment, the national focal point for the Stockholm Convention. ThaiPEN has been invited to various PCD workshops for the NIP, giving opportunities for NGOs to participate and comment on the draft NIP.

Campaign for Alternative Industry Network and Greenpeace Southeast Asia
Groups belonging to ThaiPEN documented existing and potential health, environmental, social and economical impacts from dioxins released from two large-scale municipal waste incinerators operating in Phuket and Samui islands, having a capacity of 250 kg/h and 140 kg/h respectively. The report primarily addressed dioxin pollution from the incinerators with the intent of raising both public and government awareness, and making recommendations on how to address the problem as well as provide a framework for NGO involvement in government processes.

The project activity aimed to provide Togolese state authorities, NGOs and local communities with information about drawbacks of sites contaminated by obsolete POPs and the use of POPs and other pesticides in Togo. ANCE - PAN Togo investigated the level of awareness of POPs, the presence of POPs pesticides, supply circuits, and impacts linked to contaminated sites. The study found that most farmers did not know about different pesticide families; that market gardeners use pesticides such as endosulfan; POPs such as heptachlor, aldrin, endrin, dieldrin and DDT are found in cereals; and that various groups may face higher risks of exposure. This information can help inform decision-taking and awareness-raising on POPs hazards and reduction and elimination of POPs.

The last national inventory recorded at least five such sites, including the village of Davie. The goals were to inform and raise awareness among authorities and local populations of hazards linked to POPs and contaminated sites; spark interest in these problems; and promote Stockholm Convention implementation.

This activity assessed the POPs situation in Togo, including the informal sector. Topics covered include identifying POPs sources and uses; describing POPs-related problems; level of awareness; existing legislation; activities of various sectors on POPs; and NGO capacity on POPs. ANCE - PAN Togo set up five regional working groups to perform interviews and research. The activity identified four warehouses as being possibly contaminated with POPs pesticides, along with other sites contaminated with PCBs. Many stakeholders were unaware of the POPs and the Stockholm Convention in particular. In addition, the report calls for an updated legal framework; studies of POPs monitoring and related health impacts; and an aggressive public-awareness campaign coupled with information on ecological agricultural practices. A workshop of stakeholders informed all about the results of the study.

This project aimed to inform and raise awareness of the Stockholm Convention and POPs among Togolese NGOs, associations and civil society leaders so they could participate in implementing the Convention and related national policies. COMET convened a workshop with 70 NGO and civil society participants and designed it so attendees would further disseminate the information presented at the meeting. The four main themes of the workshop were NGO/CSO strategies in advancing the implementation of the Stockholm Convention; building capacity; Indigenous agricultural practices as an alternative to POPs; and sources of financing.

This report covers numerous aspects of POPs use in Tunisia and includes a list of pesticides and whether they were ever produced or registered in Tunisia; a discussion of the production, distribution, utilization, import and export of POPs in Tunisia; discussion of obsolete stocks and contamination sites, PCB contaminated waste, contaminated sites and lack of inventory; sources of by-products; a discussion of waste disposal mechanisms including incineration, land-filling and alternatives; and a discussion of legislation, regulation and enforcement regarding toxic substances. Now that the preliminary inventories of POPs obsolete pesticides, PCBs-containing equipment, stockpiles, PCB wastes, and releases of dioxins and furans are completed or almost completed, Tunisia is preparing action plans. A central incinerator for hospital wastes for the Tunis area was planned but the project has since been abandoned. An action plan for the management of the medical wastes, based on the sterilization treatment has been prepared in its place.

The Derince pesticide stockpile includes thousands of tons of pesticides which were banned 20 years ago by the government due to environmental and health consequences. These include DDT and Lindane. Since then, ownership of the facility has changed a few times and a dispute over the waste still continues. The Ministry of Environment has unsuccessfully tried to settle this dispute several times. The discussions have proceeded without any involvement of NGOs or the local residents that might be affected by the site. This report aims to define and clarify the facts surrounding the contaminated site and create public attention and engagement to resolve the problem.

Since 1985, Petkim Petrochemical Co. has been the major producer of PVC products in Turkey. The firm has also been the main source of chlorine emissions from the beginning of its history of production in 1965 and constitutes one of the most important POPs hotspots of Turkey. The aim of this project was to reveal information on POPs and other toxic substances generated in the process of manufacturing PVC and the effects of these chemicals on environment and human health. The study lists dioxins, furans and an extensive list of organochlorine pollutants identified in environmental and waste samples from the site and vicinity of the plant. The report also describes the toxic substances and additives used in the manufacturing process including vinyl chloride, 1,2-dichloroethane, chlorinated parrafins, lead, cadmium and mercury. Report results were disseminated to the public and Ministry of Environment.

Free-range chicken eggs collected near the Izaydas hazardous waste incinerator in Izmit showed levels of dioxins exceeding EU limits for chicken eggs and elevated levels of HCB. The dioxin levels in eggs exceeded background levels by almost 2-fold. HCB levels were five times higher than background levels. To our knowledge, this study represents the first data about unintentional-POPs in chicken eggs from Turkey. The most obvious potential source of POPs releases at the site is the waste incinerator burning different types of hazardous wastes. The incinerator has operated illegally or under a temporary permit for long time until 2002, when it got the permit after having few upgrades to cover the demands of the Ministry of Environment. Its permit needs to be renewed this year again as the hazardous wastes directive has changed recently in Turkey.

This public awareness-raising activity focused on the community living near the Izaydas incinerator. Leaflets, brochures, reports, press releases and banners were prepared and disseminated during the activity. These informational materials informed the residents about POPs: what they are, how they can harm people and environment and how they can be released into the environment. The activity also included a meeting with the headmen of the villages, people from the communities and local NGOs.

This public awareness-raising activity included a recycling fair in Istanbul and a POPs symposium held with the Association of Physicians for the Environment. NGOs manned a booth at the recycling fair to highlight the urgent need for a sustainable waste management strategy. The Symposium on POPs and Health covered a variety of topics including POPs sources and health effects; alternatives to processes producing POPs; and policy proposals to deal with them. Participants included representatives from the Ministry of Environment and Forest, Ministry of Health, NGOs, and faculty members from Istanbul Teknik University, Hacettepe University and Ege University. The Symposium resulted in a joint declaration on POPs and public health and common agreement on the need for Turkey to ratify and implement the Convention as soon as possible.

The objective of this project was to identify activities or practices that release POPs into the environment in Uganda. The study limited itself to selected POPs such as DDT, PCBs, and dioxins and furans released from medical and municipal waste incineration. Most of the people interviewed were not aware of the dangers of POPs, and this has been mainly due to insufficient awareness at all levels. Sources of POPs identified in the study include the incineration of hospital waste in Mulago Hospital; PCB-containing transformers and use of the oil in the informal sector; and the return of DDT use to combat malaria. The report also includes NGO recommendations including ecological agriculture; monitoring and inventory of POPs; and involvement of stakeholders in the NIP process.

Climate and Development Initiatives (CDI) with contributions from NAPE, NUPAWU, ENGO-LOG, UEEF and UCSD
Like most developing countries, Uganda does not manufacture or formulate POPs chemicals or pesticides. Despite this fact, chemicals including POPs have been used throughout the country for the past few decades. Some of them expired and created a disposal problem. Sometimes they are buried near residential areas or sources of water, particularly polluting ground water. Although Uganda has accumulated some obsolete pesticides over the years, information about the quantity of obsolete pesticides stored in the country is very scanty. This report covers this and other potential sources, amounts and extent of pollution caused by POPs and POPs by-products in Uganda. The study reveals use of DDT for malaria control; PCBs in the informal sector; and dieldrin for tsetse fly control. Key issues for POPs elimination in Uganda include establishing a multi-stakeholder national coordinating committee on POPs to undertake POPs emission inventories; identification of polluted sites; undertaking inventories of obsolete POPs stocks; harmonization of existing chemical legislations; and develop a comprehensive information and awareness-raising campaign on the dangers and risks of POPs by involving all stakeholders.

The study was carried out to establish the quantities of obsolete chemicals with specific emphasis on POPs that are stored at Kawanda Agricultural Research Institute (KARI). The study tried to find out the purpose for which these chemicals were imported, the countries of origin of the pesticides, how long they have been stored, and the reason they have become obsolete. In addition, the study characterized the site and inadequate measures in place to ensure safety of the workers and the environment. The report recommends improving the condition and operating procedures to reduce health and environmental risks to staff and the neighboring community to the facility. It also recommends a complete inventory of obsolete pesticides at the site to identify the chemicals, their source and available quantities. It further recommended for education and awareness programs for stakeholders, and, lastly, a mechanism for removal and consequent safe disposal of these chemicals.

This activity investigated POPs in agriculture, identified non-POPs strategies, and informed the public and key national stakeholders on the Stockholm Convention and POPs. The activity was implemented in three sugar plantations of Lugazi, Kakira and Kinyara. Very little is known about POPs in the country with exception of DDT, through public debates for and against its use in malaria control. No POPs could be identified that are currently used in agriculture, though aldrin and dieldrin have been used for termite control and they and other POPs might be present among obsolete pesticide storage sites. NUPAWU suggested an 11-point policy plan which includes involvement of farmer groups in pesticide registration; banning DDT; safe disposal of empty pesticide containers; and monitoring pest outbreaks with the goal of implementing integrated pest management. The report outcomes were disseminated to workers in the plantation region.

As part of the Global Day of Action on POPs, NAPE and ENGO-LOG, in conjunction with the Social Sector Planning and Management, Masters Programme, in the Faculty of Social Sciences of Makerere University, organized a public lecture on June 27, 2005, under the theme "POPs Management in Uganda a challenge to Sustainable Development." The main objective of the public lecture was to create public awareness about POPs and their effects on human health and the environment. As part of the awareness campaign, education materials on POPs were developed and presented /disseminated, including a public lecture, information brochure, banner printing and paper presentation. The public lecture enlisted the support of a Member of Parliament, Hon. John Ken Lukyamuzi who has been instrumental in the struggle against POPs and the unsustainable use of chemicals in the country. Participation of the Member of Parliament created room for a partnership and opportunity for the POPs message from CSOs to reach the Parliament.

The activity focused on public participation in the National Implementation Plan (NIP). Mama 86 organized a multi-sectoral roundtable to discuss POPs-related risks, POPs management strategies, the role of international cooperation, and technologies. Participants included experts, government and industry representatives, and NGOs. Following the roundtable, a brochure was developed and used in a public awareness-raising campaign to promote broad public participation in development and implementation of the Plan. Implementation of the project allowed Mama 86 to build on its experience, raise public awareness of POPs, and develop proposals for incorporation in the NIP that should facilitate ratification of the Stockholm Convention by the Verkhovna Rada of Ukraine. This activity strengthened the partnership between the general public and government authorities, and it enhanced public participation in decision-making on reduction of adverse health and environmental impacts of POPs.

This country situation report provides detailed data on POPs sources and POPs pollution in Ukraine, including data on the negative impacts of pesticides on human health. The report notes that lack of systemic monitoring data does not allow assessment of levels of PCBs and dioxins in environmental media and food products. However, results of tests of breast milk samples (12 ng/kg fat) suggest these substances may pose substantial health risks to the residents of Ukraine. Information on good practice examples related to POPs management is included. The report contains recommendations and proposals of NGOs aimed at preventing adverse environmental and health impacts of POPs.

On April 15, 2005, a roundtable on "Options to Raise Public Awareness of POPs and the Stockholm Convention" was held in Kiev. The range of the roundtable participants incorporated university lecturers, teachers, representatives of the academic community, NGOs, relevant ministries, publishers and mass media outlets. Students and school pupils were invited to participate as observers. Overall, about 500 persons participated in the event. After discussions, the roundtable participants approved the resolution and proposals to raise public awareness of the problem of POPs and the Stockholm Convention.

A one-day scientific and practical workshop aimed at raising awareness of students in Ukraine on POPs and the Stockholm Convention was held in Kiev National University. The workshop agenda included the following main topics: International cooperation under the Stockholm Convention; Implementation of the Stockholm Convention in Ukraine; the role of the scientific community in providing information on POPs to the general public; Internet as a tool for providing information; Risk reduction and preventive medicine; and environmental management and environmental monitoring of POPs contamination. A brochure based on the workshop materials was prepared along with recommendations of the workshop participants.

This project focused public awareness efforts on secondary school education programs and textbooks. First, Mama 86 and associated experts studied the programs and books. The study found that school textbooks are silent about POPs and the Stockholm Convention. Analysis of textbooks and manuals on organic chemistry for secondary schools suggest that school pupils get some information on pesticides. All examined education programs note the need for information on the roles of chemicals in natural processes and in human life and on adverse environmental and health impacts of some chemicals. The major objectives of modern education incorporate an update of the contents of natural sciences education programs of secondary schools and higher education facilities by information on toxic chemicals, particularly on POPs. It is also necessary to provide information on options of addressing these problems. Mama 86 made specific policy recommendations for an information strategy to strengthen public knowledge of POPs in the education system.

This activity was coordinated by REDES-Friends of the Earth Uruguay and RAP-AL Uruguay as part of the "Global Egg Study." Free-range chicken eggs collected near two cement kilns in Minas, Uruguay revealed polychlorinated biphenyls (PCBs) levels expressed in WHO-TEQs that were two times higher than the proposed EU limit. Cement kilns located Minas were identified as possible sources of POPs releases in the area. The high PCB levels suggested that the kilns were burning chlorine-containing wastes, which was later confirmed through resident reports and citizen observations. A stream that serves as a source of drinking water is also located near the kilns. This study represents the first data about U-POPs in chicken eggs from Uruguay.

Intense press activities by RAP-AL Uruguay and REDES resulted in interviews in newspapers, radio and TV. The effort was designed to disseminate and discuss the results of the POPs egg sampling in Minas, near two cement kilns. The sampling results showed excess levels of dioxins and PCBs, suggesting POPs content in kiln fuels were likely coming from the burning of chlorinated wastes. The activities included presentation of the results on April 2, 2005 in a roundtable discussion in the Goethe Institute in Montevideo, Uruguay. Uruguay was the host of the First Conference of Parties of the Stockholm Convention in May 2005.

Women for Sustainable Development and the Union for Protection of the Aral Sea and the Amu Daria
The project assessed public awareness on POPs and specifics of POPs threats in the Amudarinsky, Kegeliisky and Shumanaisky districts of Karakalpakstan Republic of Uzbekistan. These regions are among those areas where significant amounts of pesticides-including POPs pesticides-were used for agricultural needs. Priority was given to pesticides pollution and awareness of the stakeholders living in close locations to pesticide hotspot areas such as pesticide dumping sites. Analyses of available data on obsolete pesticide stockpiles including POPs were made. Roundtables with main stakeholders in the targeted regions were held. Study visits for local citizens and mass media to hotspots were organized. A press conference with participation of regional and national mass media, representatives of public authorities, and NGOs was held. A special edition of the newsletter "Union of Aral protection" which focused on POPs was published and disseminated among interested stakeholders.

Fundación Aguaclara
This report was coordinated by the NGO, Fundación Aguaclara, which produced the country situation report through research of academic and government documents, along with interviews of experts and members of the Coordination Committee of the NIP. The report covers POPs in general in Venezuela, obsolete POPs pesticide stockpiles, PCBs, Dioxins, Furans and citizen participation in the NIP. The report was widely distributed among NGOs, grassroots groups and academia through electronic media and radio, and it can be found on the NGO's website at http://www.aguaclara.org. Fundación Aguaclara is participating as the NGO representative in the National Coordination Committee for the development of the National Implementation Plan (NIP) of the Stockholm Convention. The report is based on direct research, especially in the area of obsolete stocks of pesticides, and it includes the results of interviews with the university coordinators of the working groups that are developing the NIP in Venezuela. The report recommends a series of activities to increase the citizen participation in this process.

Yemen Environment and Sustainable Development Society
This activity combined a country situation report with an intensive public awareness-raising campaign. The outreach activities included three lectures on POPs for teachers and students; a televised talk on POPs; and a multi-stakeholder workshop on POPs at the Public Authority of Environment Protection which was covered by Yemeni Republic Television. The report and workshop recommendations include information on pesticides, waste management including hospital waste, and the need to increase public awareness of POPs.
